Caritas Switzerland/Luxembourg is currently seeking to recruit an
Emergency Programme Officer for its regional response to the Drought
Crisis in Kenya (and potentially Eastern Africa and the Horn of Africa).

Reporting to: Regional Emergency Programme Coordinator
Location: Nairobi, Kenya with regular travel within Kenya (and possibly to South Sudan, Somaliland and Ethiopia)
Start As soon as possible
Duration: 1 year (with possible extension)
Organisation
Caritas Switzerland and Caritas Luxembourg are non-governmental aid
agencies and members of Caritas Internationalis. Caritas works
worldwide and adheres to international humanitarian principles (NGO
code of conduct). Caritas Switzerland and Caritas Luxembourg act in the
frame of a MoU as a consortium in the Eastern Africa and the Horn of
Africa. They operate a joint Liaison Office in Nairobi, have Country
Offices in Somaliland (Hargeisa) and South Sudan (Torit) and a
Representative in Ethiopia (Addis Ababa).
Key tasks & responsibilities
- Support the Regional Emergency Programme Coordinator in the
monitoring of emergency preparedness and response activities in the
region; - Work closely with the implementing partners and provide guidance
and technical support as required in all stages of project
implementation; - Assess jointly with implementing partners needs arising from
emergencies, the outcome of emergency activities and formulate
recommendation for appropriate actions; - Participate in problem identification, planning and implementation of activities;
- Identify needs for emergency related capacity building of implementing partners
- Support proposal development, narrative and financial reporting and ensure the dissemination;
- Ensure appropriate and timely reporting of achievements and difficulties;
- Liaise/coordinate with government representative, local authorities, UN agencies and INGOs on emergency issues;
- Represent Caritas in emergency coordination meetings (UN, NGO Consortia, Caritas Network);
- Share emergency related information with the Regional Emergency Programme Coordinator
Qualifications
- Holder of a degree in humanitarian studies, emergency mitigation,
disaster risk-reduction, rural/social development, or management; - Proven record in emergency and recovery related work (assessment, planning, implementation, coordination);
- At least 3 years experience as emergency work as officer (or equivalent) preferably with INGOs or UN agencies;
- Familiars with SPHERE-Standards and humanitarian practices in general;
- Good analytical skills;
- Excellent written and oral communication skills in English;
- Accountable, good interpersonal skills and sensitive to cultural values;
- Computer literate (Ms Office applications, Internet, etc.);
- Knowledge of and work experience in Eastern and North-Eastern Kenya; and
- Knowledge of and work experience in Ethiopia, South Sudan and/or Somaliland is an advantage
