The Society is looking for a Programme Coordinator (PC) who will work
within a small BRC East Africa Office (currently comprising two other
people) based in Nairobi.

Salary : KES 173,000-200,000 per month



Context

The British Red Cross (BRC) is committed to establishing a small
presence in East Africa with the aim of developing our capacity to fund
long-term programmes, support grant management and improve overall
programming.  This is a relatively new approach for BRC (the office was
opened in May 2010) and remains a pilot that will be carefully reviewed
to assess the ‘value add’ of a more decentralised approach and
regionally based personnel. 



BRC works with partners in the Red Cross Movement in East Africa,
supporting the implementation of their work.   The BRC EA Office works
closely with several partner National Societies, with the IFRC and ICRC
in East Africa.   BRC is currently exploring how it might increase the
scale of work it supports in the region. 



The Programme Coordinator (PC) will work within a small BRC East Africa
Office (currently comprising two other people) based in Nairobi.  S/he
will work closely with partners in the region and with colleagues in
the UK office.  The PC will have a clear portfolio of work but, given
the nature of the office and the changing scope of work, this portfolio
will change from time to time according to needs.



Purpose

The Programme Coordinator is responsible for supporting the
development, resourcing, and management of British Red Cross Society
supported programmes in East Africa.  The aim is to work with partner
national societies to strengthen the quality of programming and
increase accountability to beneficiaries and donors.



Since the post is new, the duties may evolve over time, therefore the job description will be subject to periodic review.



Duties applicable to all staff

  • To uphold the Fundamental Principles of the Red Cross and Red
    Crescent Movement and to work within the framework of the BRCs Equal
    Opportunities Policy.
  • Perform any other work related duties and responsibilities that may be assigned by the line manager.


Programmes

  • Work with the East Africa Representative to ensure the
    development and delivery of a coherent strategy and plans for BRC
    supported work in East Africa; ensure accountability to beneficiaries
    and donors for resources used; and ensure effective reporting against
    plans.
  • Work with National Society partners to support the effective
    delivery of agreed programmes in East Africa (initially this will
    involve, but not be limited to, work in Djibouti, Ethiopia, Uganda and
    regional programmes).  As part of this, s/he will work with partners to
    strengthen the overall assessment, planning, implementation,
    monitoring, evaluation and reporting of BRC supported work, providing
    project management support as required and ensuring agreed technical
    support is provided.
  • Work with partners to develop new programmes of work within the framework of agreed plans and budgets.
  • Work with partners to ensure the effective financial management
    of programmes.  Ensure all programmes have clear/updated budgets and
    that financial reports are reviewed and feedback provided to partners.  
  • Work with partners to ensure compliance with BRC and back-donor contract requirements.
  • Monitor the quality of BRC supported programmes, collating
    feedback from advisors on reports and communicating clearly with
    partners.  
  • Review emergency appeals, liaise with partners and collate information which will inform recommendations regarding BRC support.
  • Work with the fundraising team to secure resources to support
    agreed programmes.  Ensure plans and budgets are updated and donor
    information (reports, case studies and photos) provided.  In addition,
    apply for internal funds when appropriate e.g. Disaster fund and
    general funds.
  • Track reports due and liaise with partners to ensure timely
    receipt of information required by BRC and for submission of donor
    reports. 


Overall Finance Management

  • Work with the East Africa Representative to develop, monitor and reforecast BRC annual budgets. 

  • With support from the Programme Assistant, track the financial
    status of BRC supported programmes, monitoring expected and actual
    income and taking action as needed.
  • With support from the Programme Assistant, ensure project income and expenses are correctly coded.


Communications and Learning

  • Work with the programme assistant to support his/her learning and development.
  • Ensure that work supported by BRC is effectively documented and
    lessons learned are shared within BRC and more widely as appropriate.
  • Prepare reports and briefings for internal and external use.
  • Ensure information is shared with internal and external stakeholders as appropriate.


Administration

  • Undertake administrative duties as required to ensure effective delivery of role.
  • Organise, with support from the programme assistant, visits to the region by UK office staff, donors and others.
  • Organise and participate in finance, fundraising, and other coordination meetings as required. 


Person Specification

Education

  • Good first degree (preferably in social sciences or business administration)
  • Masters degree


Experience

  • 7 to 10 years experience of working in the humanitarian or development sector
  • Strong and demonstrable experience in all aspects of project cycle management
  • Experience of working with partner organisations
  • Desirable: Community development or organisational development experience
  • Desirable: Direct experience of undertaking evaluations and documenting lessons learned


Languages

  • Fluency in English-spoken and written
  • Desirable: Good knowledge of French language – spoken  and written


Skills and Knowledge

  • Excellent project management skills.
  • Excellent  financial skills including budget preparation, reporting and analysis of financial reports
  • Excellent analytical skills.
  • Excellent  administrative experience - ability to be administratively self supporting
  • Proficient computer skills
