International Organization for Migration (IOM) is a leading agency combating human trafficking with proven record of over 20,000 victims assisted and more than 500 projects implemented worldwide.

In the past years, IOM was able to collect information providing initial evidence that human trafficking occurs in many parts of Somalia. In 2009, IOM, within the framework of the Mixed Migration Response Initiative, initiated the first and only Counter Human Trafficking Programme in Somalia, which generated much interests and support from regional authority and civil society. The primary components of the
programme are awareness raising, information/data collection and referral/direct assistance to victims of trafficking within the larger pillars of prevention, protection and prosecution.

General Functions:
Under the overall supervision of the Programme Manager, the consultant will provide routine technical as well as administrative assistance to Counter Trafficking Project Officer in Bossaso to carry out Counter Trafficking activities, with a special focus on casework. The consultant will be the focal point in human trafficking case management( be a bridge among all the stakeholders, NGOs, family members, and local authorities as regards protection of trafficking victims.

Assist the project officer in managing the suspected human trafficking cases in accordance to IOM guidelines on victims assistance

Assist the project officer in conducting screening interview with suspected trafficking case referred by NGOs, local authority, and others.

Identify, develop, recommend and implement individual assistance packages or interventions including medical, psycho-social, life skills, education and family reunification services for the trafficking victims covered by this programme.

Prepare status and progress reports on all cases of assisted victims on monthly basis.

Maintaining the case file in good order and ensuring confidentiality**.
* Consultant is requested to sign “confidential agreement” with IOM.

Organize logistics and transport, and facilitating the provision of emergency assistance to the trafficking victim as needed.

Analyze CT issues on field and propose solutions/action points and implement approved alternatives such a refugee referrals. Repatriations, etc, and recommend best modality and location of safe heaven in Bossaso.

Outputs/ deliverables

A monthly report compiling all cases assisted (by the end of every month of service)

A file compiling log track on case referred a complete report on all cases of assisted victims (by 30
September 2011.)

A report analyzing CT issues on field, proposing feasible solutions/action points, and recommending two locations of safe heavens in Bossaso along with its modality to run. (by 30 September 2011.)

Desirable qualifications

  • Advanced diploma in social sciences, social work and community services, development studies or other relevant fields. A university degree in these areas desirable;
  • Minimum 3 years experience undertaking counseling and community level activities;
  • Must have previous work experience in vulnerable groups such as women, children or others;
  • Must have previous experience and engagement in protection and humanitarian assistance activities;
  • Must have good writing skills and file management;
  • Proficient in Microsoft Office;
  • Somali native and excellent command of spoken and written English; and
  • Excellent team player and communicator.
